My montor is coming on but the picture is scrambled

I bought this arcade it has 19 inch monitor I was told it was rebuilt but it started acting up screen is all scrambled I tried to adjust it but no results tried a different power supply still the same just wondering what it could be any thought would be appreciated

That looks like just a horizontal hold adjustment. Or maybe you have a EGA game hooked up to a CGA monitor? Did you get it working yet?

The monitor may not be getting the sync signal. Check the wiring from the PCB to the monitor and make sure they are good. Check the manual of the PCB to make sure it is wired correctly also.
